Org. Setting and ReportingThis post is located in the Innovation Cell, within the Policy and Mediation Division (PMD) of the Department of Political and Peacebuilding Affairs (DPPA) at Headquarters. The incumbent performs the duties of Team Leader for the Innovation Cell, and reports to the Chief of Policy and Guidance and to the Director of PMD. The Innovation Cell serves as a catalyst for innovation, experimentation and exploration with regard to data, new technologies and new methodologies within DPPA, and will also be available as a resource for the wider peace and security pillar. ResponsibilitiesWithin delegated authority, the Political Affairs Officer will be responsible for the following duties: • Serves as Team Leader of the Innovation Cell. • Reviews and monitors activities and projects related to the work of DPPA; assesses innovation trends and integrates innovative approaches which might enhance the effectiveness of the United Nations both at Headquarters and the field. • Analyses political and related events within assigned area with a view to provide advice to ASG/USG or Head of Mission. • Prepares analytical reports and papers on innovation, digital technologies and cyber-related matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials. • Participates in the organization of Secretariat services required by the Security Council and to other committees and bodies related to its work. • Acts as focal point for collection and analyses of information on innovation and digital technologies that are related to DPPA mandates. • Meets regularly with operational teams including UN staff and national officials to plan innovation projects and review project activities. • Provides up-to-date information to senior officials regarding substantive political matters, innovation trends, and how they intersect, and makes recommendations on actions to take. • Maintains contacts with other sectors of the UN, other international organizations and governments, as well as private sector and academia on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations. • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise. • Carries out, in consultation with the Head of the Division, administrative functions relating to the staff planning and budget. • Drafts plans for start-up of innovation operations and participates in the activities of implementation. • Performs other related duties as required. EducationAdvanced university degree (Master’s degree or equivalent) degree in electoral assistance, political science, international relations, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of seven (7) years of progressively responsible experience in electoral assistance, political science, international relations, conflict resolution or related area is required. Experience in successfully integrating innovative perspectives into policies and programmes is required. Experience applying innovation to peace and security mandates is required. Experience implementing innovation strategies and processes in regional or international organizations is desirable. Experience conducting training and facilitating learning activities related to innovation is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is an advantage.
